Keyboard issues when running multiple instance of same program

On a Windows 11 computer with 2 mice, 2 keyboards, and 2 displays and keyboards have been paired. While running in Native mode I opened 2 instances of LibreOffice Writer, one in each display. Then change to Multiplex mode. User 1 selects one instance of Writer and begins to type which works. User 2 selects the second instance and begins to type but it types in the first instance rather than the second one.
I tried the same thing with Notepad and each user can work independently on the two instances.
I had similar issues that LibreOffice Writer had when if I try having 2 users use two instance of Google Chrome. The keystrokes from both keyboards go to one browser window.
Are there any settings I need to change to allow multiple users to use multiple instances of the same program.

Same issues - ctrl and shift keys are not working on either of the keyboards at all when in Multiplex input
Also mouse's native back/forward buttons don't work
Everything works smoothly in th Native version.
All the checkboxes of Keybaord options are disabled in the free mode so cannot check anything
How to fix this issue please?

You can try enabling some of the settings in the keyboard tab (try thread attach option)
