The theme doesn't change the cursor image and just displays the mouse for everything on switched and multiplex input

I am trying to use the switched and multiplex output and I want to use the themes, but no matter what theme I select, it will not change between the images and it will always be the standard mouse

Almost the same problem, Windows 11 24H2. The only images the mouse arrow turns into are the double arrows on the edges of the windows. All the others never appear, even when I select "enable windows cursor" in the settings.
